Riverside County also runs a self-certification program for storage-tank replacements, which lets a licensed contractor certify the work in lieu of waiting on a final inspection. Three things people don't budget for. Seismic strapping is required on every new, replacement and existing residential water heater in California, with straps in the upper and lower third of the tank and the lower one at least four inches above the controls. The energy code wants the first five feet of both the hot and cold lines insulated, or run to the wall. And if your home has a pressure regulator, check valve or backflow preventer, that makes it a closed system and an expansion tank becomes required. That last one is about the plumbing setup, not the size of the tank, which is a common mix-up.

Can you still install a gas water heater in California in 2026?

Yes. Replacing a water heater in an existing home is an alteration under the energy code, and gas and propane systems remain fully permitted options alongside heat pump and gas instantaneous units. The heat pump requirement people have heard about is the prescriptive baseline for NEW construction, and it has never applied to swapping a failed tank in an existing house. Southern California's air district also voted down a proposed phase-out of gas water heaters in June 2025, so nothing has changed there either.

What is an ultra-low-NOx water heater and do I need one?

If your unit is under 75,000 BTU per hour, which covers most residential tanks, air district rules for our region cap its nitrogen oxide output, so every residential-size gas water heater legally sold and installed here is already an ultra-low-NOx model. That's been the rule since 2006 to 2008, so it's simply what's on the shelf rather than an upgrade you choose. Larger units at 75,000 BTU and above, which includes most tankless models, fall outside that particular rule.

Should I switch to tankless while I'm replacing?

Sometimes. Tankless gives endless hot water and lasts longer, but it usually needs a gas line upgrade and new venting, so the install costs more upfront. If you're already opening up the space it can be the right moment. We'll price both honestly rather than pushing the bigger ticket.
